Diane C. Boettcher, Program Manager, TACLAN, iGov
Ms. Boettcher leads the Tactical Local Area Network (TACLAN) Program for iGov. She oversees the engineering design, software and hardware baseline maintenance, system configuration, procurement of hardware, production of systems, training for end-users, Tier 3 and Tier 4 support as well as other Lifecycle Sustainment activities. The TACLAN program is a Family of Systems that provides tactical networking to Special Operations Forces.
Ms. Boettcher has previously worked as the Program Manager for Joint Staff Information Network Support Services (JSIN-SS) and as the Deputy PM for Africa Command Information Technology Systems, in Stuttgart, Germany. She assisted in the development of the transitional plan for the Defense Information Systems Agency from current collaboration solutions to the single, department-wide solution. She has managed knowledge management and collaboration efforts for the Navy.
As a Navy Reservist, CAPT Boettcher is the Chief of Staff for the Information Dominance Corps Reserve Command, overseeing the Man, Train and Equip mission for over 6,500 Navy Reservists who engage in Information Dominance and Cyber. She has deployed to Afghanistan, giving her the operational level of war and warfighter perspective. She received her Bachelors’ degree in Business Economics from Marquette University and her Masters’ degree in Information Assurance from Norwich University. Ms. Boettcher is certified as a PMP, as GSLC and in ITIL v3 Foundations, as well as a qualified Naval Flight Officer and Information Dominance Warfare Officer.

Tim Solms is the General Manager for the Microsoft Department of Defense business.
Prior to Microsoft, Tim was at VMware, where he was responsible for sales and management of the Department of Defense business which included US Defense and NATO. Prior to VMware, Tim was at Dell in their Federal business practice where he managed multiple teams and was responsible for sales and solutions in the Intelligence & Homeland Security arena and the combined Federal OCONUS, DoD Healthcare, and Joint/Defense Agencies. Prior to joining Dell, Tim enjoyed a career in the United States Army as an attack aviator serving in command and staff positions in the United States and overseas.
Tim graduated from The Citadel in Charleston, South Carolina with a B.S. in Business Administration. Tim also enjoys sailing and flying and is a volunteer pilot for Angel Flight and Veteran’s Airlift Command – an organization that flies wounded soldiers to and from home and other activities. Tim has served on the AFCEA International Board of Directors and currently serves on several advisory boards with start-ups in the Austin, TX area.
